"The National Exercise of Clean Homeland" of the 2007 Clean Environment Maintenance and Evaluation Program

The project conducted comprehensive audits on 36 units of the central government and their affiliation offices and local governments regarding environmental cleanness. The audits were conducted by committee members recruited by the Environmental Protection Administration. On the part of the central government units, two visits were made by the auditors to give scores to each unit and to require any deficiency be corrected. On the part of the local governments, the project conducted comprehensive scheduled and unscheduled audits to 25 cities/counties, 54 townships and 225 villages/boroughs, including site visits and documentary reviews. The audit covered a cleanness survey within 50 meters surrounding a public office building and the ability of the local government to promote clean environment exercise within its jurisdiction area to play a leading role in clean environment. Based on the audit results, the Environmental Protection Administration publicly announced and gave the year 2007 clean environment awards to 12 cities/counties, 20 townships, and 81 villages/boroughs to distinguish their performance in cleaning the environment. In order to provide opportunities for experience sharing among the central and local participating units, the project held seminars for clean environment demonstration and project review separately to enhance the effectiveness of the program by learning from each other. The project will ensure both the central and the local government leaders to take seriously the maintenance of environmental cleanness and to incorporate it into their long-term administrative policy. The project has also enhanced supervision on local environmental cleanness and maintenance regarding pollution citation, dirty spots elimination, clean beach and sewers, encouragement for pollution awareness, educational promotion and initiation of public participation by all people, etc. The project has consolidated the implementation of “Clean homeland by all people drive” to achieve the objectives of “no garbage ”, “no dirty spots” and “enhanced living environment quality for all people”.
